This is a Rogue Talent — a class feature gained through that class's own talent choices, not a feat you pick through normal feat selection.
Increase the number of ki points you gain from the ki pool rogue talent to be equal to 1/2 your rogue level + your highest mental ability score modifier ( Intelligence , Wisdom , or Charisma ) and you can spend 2 ki points as a swift action to gain the skill unlocks for one skill of your choice as appropriate for the number of ranks in that skill. This benefit lasts for 1 minute.
